"Establishing Your Outpost" in Talador

Has anyone else been denied the completion of this step after having chosen a Mage Tower outpost in Talador? My shaman, who went with the artillery tower, finished this step and has credit for the "Don't Let the Tala-door hit you on the way out" achievement. My warlock and druid, however, both of whom chose the mage tower, FINISHED activating it and getting the appropriate follower (Krelas for horde, Serena for Alliance) but the game absolutely REFUSES to acknowledge them as having completed the "Establishing your Garrison" step.

Has anyone else built the Mage tower outpost in Talador and NOT been granted completion of the story line even after getting the tower connected and getting the follower? I have a pending ticket, but I'd like to check here first.
