If you're trying to say that the reflection should be casting Dispatch when mob hits 35%, it won't once it mimicks your own actions. So if you weren't on execute range when you popped it, it won't cast. And Dispatch is always better than Mutilate. Now that I looked again, your Mutilate hits twice at the same time, with the same value on second moment. This is not possible given the GCD, so I assume either lag made the logging register twice or some kind of problem when uploading your log to WCL.
