Holy Priest Best Legendaries in Shadowlands — Dragonflight 10.2.5
Legendary Powers are targetable, unique effects that you can imbue certain base items with through the Runecarving system. In Shadowlands, these enable you to customize your Holy Priest, drastically improving your performance, and are arguably the most important aspect of your gear.
The purpose of this page is to help you pick the right legendary powers (and item slots for them) for your character, depending on the content you are interested in.
Introduction: Legendaries in Shadowlands
By heading into Torghast, you will be able to create gear with Legendary Powers through the new Runecarving system. These powers boost your abilities in a unique way, but you can only wear one of them at a time. This guide will list, explain, and rank each power, so that you can understand which are the best ones to use on any given situation.
Best Legendaries for Holy Priest
Bolded slots are preferable due to being the highest stat slots available in slots where Domination Shards are not available. You can check which Shards are available in Patch 9.1, and what their powers are in our gear page linked below. Due to some of the Domination Shard sockets being in slots we previously had our preferred Legendaries, the recommended slot has changed for some of them. If you do re-craft your Legendary in an alternate slot, be sure to keep your old one in the bank in case the slot preference changes back in Patch 9.2 and beyond.
A Legendary item can have sockets, as long it is a Head, Bracer, Neck, Ring, or Belt. If it was crafted after Patch 9.1 it will have a socket in it by default, but you can also upgrade one to make a socket appear!
Using our normal stat priority, you will want to craft your Legendary with Mastery and Critical Strike for raiding, replacing Mastery with Versatility for a more well-rounded choice that includes Mythic+ and PvP content.

* Note: While we will be going into more detail later in the guide, we recommend
Flash Concentration for Raiding as the highest potential
healing output. It does require maintaining the buff by casting
Flash Heal every 20-seconds, and this maintenance can make the Legendary
awkward to get maximum benefit from as dropping your 5 stacks regularly takes
away from the power of the Legendary.
Harmonious Apparatus is much
easier to use, as it passively provides you with more Holy Words just by playing
correctly, casting
Prayer of Mending and
Circle of Healing as
regularly as possible.
Covenant-Specific Legendaries for Holy Priest
In Patch 9.2 we received Memory of Unity which is a legendary power
that morphs your item to have the covenant power associated with your current
Covenant. You are also able to wear the Unity Legendary alongside another
Legendary.
Spheres' Harmony — This has great potential in Mythic+, particularly for contributing more damage. Having
Boon of the Ascended up frequently is a significant damage and burst healing increase.
Pallid Command — Provides a passive amount of extra healing for a short duration after your cast
Unholy Nova that quickly ramps up in power.
Bwonsamdi's Pact — This Legendary tooltip is rather unclear; after you cast
Fae Guardians you can then cast this on a target that has any of your faeries to duplicate the power of that faerie. For example, casting it on someone who has the
Benevolent Faerie will grant them additional cooldown reduction.
Shadow Word: Manipulation — This Legendary rewards you for having the
Mindgames debuff removed quickly by granting you an amount of extra Critical Strike dependent on how much time Mindgames had left on your target.
The only Legendary that has a noticeable gameplay impact is the Venthyr
Shadow Word: Manipulation which you should aim to line up prior to large
amounts of burst healing being required, with abilities like
Divine Hymn
or
Holy Word: Salvation.
Best Double Legendary for Holy Priest
We suggest you craft Flash Concentration alongside
Memory of Unity as it provides the most healing throughput in both
Dungeons and Raid. Flash Concentration comes at the cost of having to keep track
of and maintain a 20-second buff at 5 stacks for optimal usage.
Harmonious Apparatus is also an option in Mythic+ as it provides a bit
of extra damage, at the loss of healing throughput.
You should craft Memory of Unity on waist as it leaves the tier
slots free to pick up 4-set without needing to re-craft your legendary, and
does not clash with Legendaries for other specs. If you like to play with
Divine Image you can instead craft Unity on feet, however if you
play Discipline this means you will need to craft
The Penitent One on
cloak.
Best Raiding Legendaries for Holy Priest
Raiding has a heavy focus on single-target damage and area of effect healing on a large group of players, many of which are likely to be far away from you.
Flash Concentration is your default choice. It has great
synergy with the
Trail of Light and
Surge of Light talents,
allowing for the majority of the
Flash Heal casts required to keep the
Legendary buff up be instant-cast and cost no Mana. It also improves the
throughput of the buffed
Heal casts by cleaving it onto previously
cast targets through Trail of Light. Maintaining 5 stacks of this buff can be
difficult depending on the encounter, but the throughput increase provided to
Heal is worth the extra effort in almost every situation.
Other potential options include:
Harmonious Apparatus increases the number of powerful Holy Words we can cast just by continuing our normal playstyle of casting
Prayer of Mending and
Circle of Healing as regularly as practical. Harmonious Apparatus does not have as much potential as Flash Concentration but is significantly easier to use well over a wide range of encounters and situations.
Divine Image causes your
Holy Word: Serenity,
Holy Word: Sanctify, and
Holy Word: Chastise casts to have a chance to summon an image of a Naaru. This image will replicate versions of spells you cast, both damage and healing, and prioritise injured allies where possible. This Legendary provides competitive healing and some additional damage, however, the random design of the Divine Image appearing can make the actual healing contribution unreliable.
X'anshi, Return of Archbishop Benedictus is the return of the popular Legion Legendary cloak. This cheat-death style effect allows you to soak or ignore specific mechanics to aid your group, and it can also help with your Mana management on fights where using
Spirit of Redemption toward the end of an encounter is not optimal or difficult to do.
Best Mythic+ Legendaries for Holy Priest
Mythic+ emphasizes priority target and burst healing.
Here, Flash Concentration is also your default choice. It has great
synergy with the
Trail of Light and
Surge of Light talents,
allowing for the majority of the

Legendary buff up be instant-cast and cost no Mana. It also improves the
throughput of the buffed

Harmonious Apparatus grants additional Holy Word cooldown reduction (4 seconds) when casting some of our normal rotational spells. In addition to the healing benefits it also helps contribute towards some extra damage and crowd control through Holy Word: Chastise and pairs well with the
Censure talent.
Twins of the Sun Priestess is great at both providing a damage increase to one of your party members, while also increasing your own damage and healing. This has more overall potential than Flash Concentration but requires coordination with a DPS in your group to get the most out of it.
Divine Image will replicate versions of spells you cast, both damage and healing, and prioritise injured allies where possible. You can use this to contribute both damage and healing, depending on the situation.
X'anshi, Return of Archbishop Benedictus is not on the list above as it is
a very hard one to properly evaluate and rank compared to the other Legendary
powers, due to the unique effect it provides. Some people love it and rate it
very highly, some people hate it and consider it a crutch. This cheat-death
style effect allows you to soak or ignore specific mechanics to aid
your group, and can also help save your group if you make a mistake that
would ordinarily kill you. It can also be used to "death-skip" parts of dungeons
by having your whole group run past the trash you want to skip, and then after
everyone dies, the mobs have reset, and you come back to life. You can then
Mass Resurrection your group and continue the run.
Best Torghast Legendaries for Holy Priest
If you plan on running Torghast with a group of people, consider referring to the Mythic+ recommendations if your group is large enough that you have to heal for most of the time.
Otherwise, the recommendations below assume you are running solo or with only 1 or 2 extra players, in which case improving your own (area of effect) damage is the most important consideration.
Stable Phantasma Lure is a special Legendary that increases the Torghast-only currency you get by a significant amount. While the value of this currency can vary wildly between runs, depending on your build and what is available from the vendors, buying powers is still one of the best ways to complete a synergistic build on a Torghast run, and this Legendary will help you get there faster.
Twins of the Sun Priestess is great at both providing a damage increase to one of your party members, while also increasing your own damage and healing.
