Mythic+ Healer Rankings: Beta Tier List for The War Within (Patch 11.0.2 / Season 1)
From the weakest to the strongest specialization, each provide unique character distinction and add value toward shaping the seasonal "meta" of Mythic+. These Beta-based Healer specialization rankings provided for The War Within's first Season of Mythic+ are based on pure Healer throughput and group-added-value such as utility, mobility, and survivability.
This list will be updated as new tuning and class changes come out over the course of leading up to the season's start and beyond.
About the Beta Tier List
Our analysis provides an estimate of the current Mythic+ meta with weekly updates every Monday on the website and every Sunday live on stream, until Season 1 arrives. However, it is important to remember that there will be many more changes, and what you see is not the final product. Instead, it is a progression of how each specialization performs from the start of the beta to the actual season release.

Please note that anything I say is purely subjective and represents my opinion. However, it is an educated guess based on numerous hours of Beta testing and extensive discussions with some of the best theory crafters from each of their specs. If you have a different opinion, that is perfectly fine. I will be happy to answer any questions in the comment section. Criteria of the Tier List
This tier list is entirely based on healer performance in Mythic+. The factors that are considered are HPS and DPS output, external cooldowns, utility, durability, and mobility.
Please keep in mind that what you're about to read is a preliminary iteration of the 11.0.2 Season 1 tier list in The War Within expansion, and it WILL change before the season is released. Nothing written here is a guarantee or promise. All opinions are subjective and should be taken with a grain of salt. I update this tier list every Sunday at 14:00 CEST live on my stream, before being uploaded on the website. If you have any questions, please feel free to ask.

Best Choice
Restoration Shaman
Patch 11.0.2 update: Restoration Shaman received a complete rework, brand new raid-utility, two new Hero Talents choices - Farseer and Totemic, as well as a new tier-set. The 2-piece will enable Tidal Waves to increase the healing of affected spells by an additional 10%, while the 4-piece bonus makes Tidal Waves 80% more effective and reduces the mana cost of affected spells by 8%.
Restoration Shaman received an overhaul in the early stages of Beta testing for the upcoming The War Within expansion. Their healing has become much more efficient, with several options for topping up health bars swiftly while dealing damage, stronger spot-heal options, and better defensive/group-wide utility. Their new Hero Talents have significantly helped them close the gaps and elevate their playstyle compared to the previous expansion. If you are an avid Restoration Shaman fan, this will be the expansion to get back to it as it currently ranks as one of the best healer in the upcoming Season 1.
Cons
No strong external-defensive cooldown outside of their long and powerful cooldown - Spirit Link Totem. Although it is a great choice when your team is stacked, a strong single-target external-damage-reduction spell (like Druid's Ironbark short cooldown) would be quite helpful.

Restoration Druid
Patch 11.0.2 update: Restoration Druid received a ton of changes through the Alpha and Beta cycles, brand-new Hero Talents - Keeper of the Grove / Wildstalker, and a new tier set. The 2-piece will increase the healing of Regrowth, Wild Growth, and Swiftmend by 10%, while the 4-piece will increase your healing by 8% when consuming Soul of the Forest's bonus and for 6 sec afterwards.
Restoration Druid enjoyed many changes, which did not majorly change their playstyle coming from Dragonflight. They have a competitive healing output and absolutely crazy DPS profiles as a healer, which is always a massive bonus. Your defensive profile has gotten better, while keeping your incredible party-wide utility, and with all of that combined, we believe you are one of the best-performing healing specializations going forward to the first season of Mythic+ in The War Within.
Cons
One of the hardest healers to truly master. If you are a beginner player, beware!

Preservation Evoker
Patch 11.0.2 update: Preservation Evoker received massive changes leading to the The War Within expansion, followed by 2 brand-new Hero Talents - Flameshaper / Chronowarden and a new tier-set. The 2-piece bonus increases Reversion's healing by 10% and it has a 50% chance to grant 1 additional stack of Temporal Compression. In addition, the 4-p allows for Temporal Compression to increase the healing of your next empowered spell by 10% per stack.
Preservation Evoker still has the shortest offensive and defensive ability range among all healers, which is a massive issue. Their performing, more specifically their damage and healing output, has been absolutely incredible, following the rounds of Beta testing. With that in mind, their HPS profile is still their strongest asset, paired with great DPS. Both Hero Talents offer additional utility, adding flavor to the specialization as a whole. Overall, they do not stand out as the best healing option for Mythic+, simply because of how hard it is to make them work in a pug environment. The group awareness must be present, for them to understand how your healing profile works, so you can unlock your full potential.
Cons
They struggle to heal when the group is not stacked, which can be problematic with several ranged DPS or uncoordinated groups. In addition, although their utility and mob control are great, they still suffer from a lack of fully ranged abilities, which can be crucial in tough moments.

Holy Paladin
Patch 11.0.2 update: Holy Paladin received a dozen changes leading to the The War Within expansion, brand new Hero Talents - Herald of the Sun / Lightsmith, and a new tier set. The 2-piece will increase the healing of Holy Shock by 10% and reduce its cooldown by 10%, while the 4-piece will focus on Holy Shock, increasing the initial healing of your next Word of Glory or Light of Dawn by 8%, stacking up to 4 times.
Holy Paladin received their fair share of changes, with one of the most notable being the removal of the Daybreak cooldown, giving them fewer cooldowns to manage. However, both Hero Talents will fill that void, shifting some power back to Avenging Wrath (which can be used as both an offensive or defensive cooldown and is now an even stronger cooldown). Overall, the new tier-set will add more healing throughput off-cooldowns, addressing a previous issue for the spec while also increasing their damage profile. There are no new changes for their Mythic+ toolkit, but everyone knows that Holy Paladin has one of the best party-wide utilities, strong defensiveness (even an immunity), and excellent mob control. Overall, we expect them a solid choice for a healer going into the first season of The War Within.
Cons
The most recent nerfs to their healing and damage output, Holy Paladin are no longer considered the best choice and now are more in line with the rest of the healing specializations. Still, they will remain a great choice for any group composition.

Mistweaver Monk
Patch 11.0.2 update: Mistweaver Monk received a ton of changes and talent tweaks for the The War Within expansion, followed by 2 brand-new Hero Talents - Conduit of the Celestials / Master of Harmony and a new tier-set. The 2-piece will increase the Enveloping Mist and Renewing Mist healing by 10%, while the 4-piece enables Vivify to extend the duration of Renewing Mist and Enveloping Mist on its primary target by 2 sec, up to 4 sec.
Mistweaver Monk received not only massive changes in their spec-oriented talents but also some quality-of-life changes across the board (removal of Essence Font as an example). Its current HPS profile is amazing as it can easily tackle any given encounter in Mythic+ while contributing to the team with its great damage profile (yes, most of your damage still requires you to be in melee). All of this combined plays well with the strong utility package they offer, not only contributing to mob control but also being a "peel" for your tank in dangerous situations ( Ring of Peace). They are also the only healer capable of providing the Mystic Touch debuff, which can significantly boost damage output if a physical-damage-centric meta is being employed. As such, we are pleased with the current state of the Mistweaver Monk and although they are not the best, the spec is in a great position.
Cons
Mistweaver Monk is still the only healer that does not have any external damage-reduction cooldown to help support your team.

Good choice
Holy Priest
Patch 11.0.2 update: Holy Priest received minimal changes since the onset of Beta testing. Like all specializations, they inherited two brand-new Hero Talents - Oracle / Archon and a new tier-set. The 2-piece bonus will enhance Serendipity by 10%, while the 4-piece bonus will grant Heal, Flash Heal, and Prayer of Healing a 50% chance to cast again at 35% effectiveness.
Holy Priest has undergone few changes throughout the initial Beta cycles, resulting in a rotation that remains largely unchanged. They maintain their competitive DPS and HPS profiles but continue to face the same limitations - low mobility and insufficient mob control. Additionally, they are one of the few healing specializations lacking an interrupt spell, which makes their mob-control one of the weakest, compared to the rest of the healing specs. However, it is noteworthy that this specialization is considered one of the "safer" healing options due to its reactive healing capabilities, which are adept at addressing any form of incoming or sustained HPS challenges, complemented by robust spot-healing. At last, Holy Priest is one of the easiest healers to pick up, hence why it would be a great option for inexperienced players to be introduced to healing.
Cons
Lack of an interrupt, exacerbating their already weak mob control capabilities. Deficient in strong mobility.

Underperforming
Discipline Priest
Patch 11.0.2 update: Discipline Priest received barely any changes since the start of Beta testing and, like every specialization so far, inherited two new Hero Talents - Oracle / Voidweaver and a new tier set. The 2-piece bonus increases Atonement healing by 5%, while the 4-piece bonus enables Smite and Penance to increase the damage of your next Mind Blast by 25% or the absorb amount of your next Power Word: Shield by 15%, stacking up to 3 times.
There have not been any major changes in how Discipline Priest plays, nor any significant talent overhauls. Their Mythic+ performance continues to be poor, although they have one of the strongest external utility packages among any healing specialization. Mobility and durability remain ongoing issues, as well as being one of the only healers in the game without an interrupt. This can specifically harm their already weak mob control further (due to lack of interrupt), especially as Season 1 is shaping up to be full of dangerous caster mobs. Overall, we won't be surprised if Discipline Priest gets more adjustments down the line.
Cons
The biggest disadvantage of playing Discipline Priest is that high-mobility encounters might significantly impact your DPS/HPS profile. Having dungeon knowledge can help you with decision-making on when to greed globals, but it is ultimately an issue. Additionally, being one of the only healing specializations without an interrupt harms their already weak mob control even further. Lastly, higher raw output must be implemented to get closer to the performance of the rest of the healing specs.
