Players have noticed a silent fix in Patch 11.1: The Black Market Auction House (BMAH) is now restricted to Level 80 characters.

Previously, some Level 70 players were able to interact with Madam Goya in Dornogal, while Level 71 characters were mysteriously locked out. Blizzard’s support article clarifies that this was a bug and that only Level 80 characters were ever intended to use the BMAH. A fix for the bug went live in Patch 11.1.

- I can’t access the Black Market Auction House on my level 71 character
With the prepatch for Shadowlands, the requirements for the Black Market Auction House (BMAH) changed. Only max level characters are able to use the auction house. You can find this change in these patch notes.
We have received reports that players at level 70 are able to visit Madam Goya in Dornogal but level 71 characters are not. It is intended that only level 80 characters should be able to access the BMAH. The bug allowing level 70 characters to access Madame Goya will be resolved in patch 11.1.
To access the Black Market Auction House in Dornogal at level 80, visit Madame Goya in her storefront in the Fissure (next to the portal from to Azj-Kahet).
