On the 12.1 PTR, Jorvan Longmoor and Rotha, the NPCs related to house upgrades, are also offering “Artisanal Room Plans.”
Currently on the PTR, Artisanal Room Plans sell for 50 
Community Coupons each. We are not sure what these Artisinal Room Plans are at the moment, but speculation runs from fully-furnished rooms, to more wall/ceiling customisation options.
