Players were asking and Blizzard have clarified where alts can skip the Undermine(d) campaign once it’s been completed. There are two ways to do it. One during the When Opportunity Explodes opening quest at Renzik. The other at any time at Paks Topskimmer in the Incontinental Hotel at 43.4 51.7.
You can find the Undermine(d) campaign skip for alts after you’ve completed it once on the account by speaking with Renzik while on the quest “When Opportunity Explodes” or speaking with Paks any time after that.
