Head to the Siren Isle and talk to Apprentice Tanmar who will offer you The Singing Bandit Catcher quest.
Quest Objective
For this quest, you must kill 3 Cursed Sailors and loot a Singing Citrine from each.
The first one is located at 48.5, 58.1.
The second one can be found inside a cave at 52.3, 38.6.
The third one is at 39.1, 52.1.
Once you defeat and loot the citrines from all 3 sailors, head back to Flotsam Shoal and turn in the quest. In addition to the 
Raw Singing Citrine that upgrades your ring to Item Level 655, you will also receive the 
Thieves of the Siren perk.
