Understanding Potion Staggering
Brann has a roughly 25-second cooldown on his potions, which stay on the ground for about 20 seconds, and provide a 12-second buff. By staggering the timing of each potion pickup, you can build up to 15+ stacks of the healing buff, giving you immense survivability in difficult encounters. This method becomes especially powerful even without using relics that grant extra potions!
Dwarven Medicine Tracker
The idea behind the tracker is that you want to have a 100% uptime on Dwarven medicine to build stacks indefinitely. The WeakAura comes with a 20-second timer that starts after Brann throws the potions since that is about how long they will stay on the ground.
