Blizzard is aware of and fixing the visual issue with cooldowns.
It seems the patch broke something with the personal cooldowns checkbox in options, as players have been reporting that they could no longer see them on their resource bars. A fix is being worked on which should restore that functionality.
We’re currently working on re-enabling the Show Personal Cooldowns checkbox.
Our goal is to restore the ability to have personal buffs appear on the resource bar.
