Head to the building with the Timeways portal in Dornogal. Here is the exact location.
Talk to Agmera, who now sells 
Harbinger’s Equipment Chest for 350 
Valorstones each. The bag is BoA, meaning you can send it to your alt for Veteran track gear. You need a Mythic+ Rating of at least 1,000 to buy the bag.
This is a great way for transmog collectors to grab Raid Finder difficulty appearance since Champion gear is so prevalent in the game it makes Veteran gear more difficult to obtain.
