Cyrce’s Circlet is a pretty big part of the Siren Isle update, and the Citrine gems you can find for it through events, quests, and vendors on the Isle make it work.
But it seems Blizzard messed up one of the events that drops some of the best Citrines available. And it still hasn’t been hotfixed. The event in question is the Shuddering Hollow, with a boss called Stalagnarok. He’s a grumpy rock who doesn’t seem to play well with others. He keeps bugging the event and doesn’t reward Citrines properly, even after multiple attempts.
A good explanation for the technical details and the desync issues behind the bug comes from TheRealTaigasan. There’s even a snarky Blizzard comment thrown in as a bonus.
Plenty of rumors and theories on the resolution of this bug, and getting the coveted Citrine drops, are circulating. But the most consistent one, and arguably the solution that actually works (and ties into the desync explanation from above) is offered by PraporUniversity. Unfortunately, the solution requires some teamwork. As anyone who’s ever done a World Quest can attest, that can be hard to come by in the open world.
