Where to Find the First Bag
The first free bag is found in Hallowfall. Take the Priory of the Sacred Flame flight point and go to 30.23 38.75 until you see a bag hanging down the ledge.
The first 34-slot bag is hidden in Hallowfall. Begin your journey at the Priory of the Sacred Flame flight point, then navigate to coordinates 30.23, 38.75. Look for a bag dangling from the ledge.
Interact with it to receive 
Arathor Courier’s Satchel.
How to Claim the Second Bag
Head to Camp Murroch in the Ringing Deeps for the second bag. At coordinates 59.00, 64.35, you’ll spot a Kaja’ Cola machine adorned with four large red buttons. Interact with it to secure your second free 34-slot bag.
Press the buttons in the following order: 3, 4, 1, 2, to spawn the bag and receive

How to Get the Third Bag
Take the portal to Valdrakken and go to the Waking Shores. Using TomTom, you can simply paste the following coordinates in the chat window for the exact location.

Jump down the waterfall as indicated by the red arrow to enter a secret cave behind it!
Inside the cave, you will find a chest, which contains the 
Misty Satchel 34-slot bag!
