Is there a Haste Cap for Outlaw Rogue?
Depending on your talent build, you will want to aim for around 10% haste
for 
Hidden Opportunity and ~20% for 
Keep It Rolling. This is due
to Haste affecting the GCD during 
Adrenaline Rush to some degree.
Should Outlaw Rogue Use a Fast or Slow Off-Hand?
What speed your weapon is does not matter as long as the item level is the same. When choosing between two different off-hand weapon choices, choose the higher item level one.
What Stats do I Want as an Outlaw Rogue?
Versatility and Critical Strike for raiding as well as Mythic+. A bit
of Haste can be useful as well to lower your GCD during Adrenaline Rush.
Aim for 10% when playing Hidden Opportunity, or ~15-20% when playing
Keep It Rolling.
How to play around the T32 Set Bonus, Lucid Shadewalker's Silence?
The set bonuses will make you want to use RtB as often as possible, unless
you already have 5 buffs or more active. This means you will essentially
want to use it on cooldown, unless you have multiple buffs already, or just used
Keep It Rolling.
Which Race is the Best for Outlaw Rogue?
The DPS differences between the races are fairly minimal. The best races for DPS on Horde are Tauren, Highmountain Tauren, and Blood Elf. For Alliance Dwarf, Void Elf and Human are the best.
