Templar is close but slightly behind Herald of the Sun on overall damage. It does have stronger short-window burst than Herald of the Sun, which could make it more useful in some niche situations.

Herald of the Sun is very similar on single-target but then is considerably better once additional sustained targets are introduced.

Templar is behind Herald of the Sun on longer pulls but has much stronger burst in short windows.

Herald of the Sun has much stronger sustained cleave damage while still performing very similarly on single-target.

The only meaningful decision here is between For Whom the Bell Tolls and Zealous Vindication. For Whom the Bell Tolls does more single-target damage, so it gets the nod for raids.

Zealous Vindication is a more generally versatile talent than For Whom the Bell Tolls, so it is a better pick for Mythic+.

Herald of the Sun's talents do not change with different content types for PvE, as there is a clear best option for each choice node.

Templar requires you to use Hammer of Light during your cooldowns when it becomes available after using Wake of Ashes. You will also periodically get to use it for free too. Other than this, there are no other specific considerations you need to make to play Templar.

Herald of the Sun is an almost entirely passive tree. You will occasionally gain buffs that give you extra casts of some abilities which will require you to prioritize spending the procs, like Blessing of An'she.
