Best Pairings and Synergies With Starlight Billy
Starlight Billy's best team compositions require a Rupture Support agent if you want to take advantage of his full damage potential. Due to being a Rupture Agent, most buffs outside of direct Sheer Force/DMG bonuses are not fully applied, which makes Rupture-specific supports more important.
Lucia is one of the best supports for Rupture teams and an excellent teammate for Starlight Billy, providing increased HP, Sheer Force, CRIT DMG, and more. She is much better than other supports when it comes to Rupture Agents.
Ju Fufu is one of your best Stun options due to the additional buffs that Fufu can provide, while requiring less field time. Dialyn is another very good Stun option for Starlight Billy. If placed after the Rupture Agent, Dialyn will deal DMG equal to 400% of the Rupture Agent's Sheer Force.
Other off-field stunners such as Trigger or Pulchra are also very good options for Starlight Billy, since he will most likely want a lot of field time.
Bangboo in Starlight Billy's Teams
Billy's best Bangboo depends mostly on his other teammates, since we do not
have any Bangboo tailored specifically for him. If you play with Lucia
and Dialyn you can use either 
Miss Esme or 
Birkblick
but they need to be level 3 in order to require only a single Spook Shack or Krampus
character.
If you play with 2 Physical characters, you can use 
Bangvolver.
Other good Bangboo to use in Starlight Billy's teams are support-oriented options such as
Snap, which provides a small DMG bonus.
